THE DOE REQUIREMENTS, OBJECTIVES, AND INTENT FIREARMS SAFETY AND SAFETY ANALYSIS

Abstract
The Department of Energy has established, in Order 5480.16 \"Firearms Safety,\" standards for the safe use of firearms by Departmental and contractor personnel charged with performing Departmental activities in Department installations. Included are standards requiring safety analyses of certain facilities and operations, e.g., live-fire ranges. The requirements for the preparation and review of a safety analysis are detailed in DOE Order 5481. IB \"Safety Analysis and Review System.\" To be included in appropriate detail in an analysis are the identification of hazards, assessment of risks, and descriptions of hazard elimination or control methods. When a DOE operation involves only hazards of a type and magnitude routinely encountered and accepted by the public, the analysis may simply be a formal statement of that fact. This paper overviews the background and scope of DOE Order 5480.16 and outlines the safety analysis and review process set forth in DOE Order 5481.IB.
