DEVELOPMENTS IN ACCOUNTING DATA CENTRALIZATION IN FRANCE

Abstract
The present system of accounting data centralization for nuclear materials has several goals : - to gather all data enabling to fulfill obligations with respect to French international commitments, namely to provide IAEA and EURATOM with periodic reports, - to get a permanent view of the physical inventory of nuclear materials in every facility in France, including those involved in the Defense programs in the frame of domestic safeguards, - to keep history of inventories and flows of nuclear materials. This centralization is performed by the Commissariat a 1'Energie Atomique/Institut de Protection et Surete Nucleaire on behalf of public authorities. The main technical characteristics of the national system will be surveyed. The paper will emphasize on going new developments and preliminary experience on : - implementation of a single form for accounting reports, - progress in telematic transmission, enabling an immediate reporting of inventory changes, - data protection of accountability and transmission systems. New prospects are broached : - cross-checking between data received from both accountancy and transportation control systems, - computerized detection of shipper-receiver differences, - computerized matching between export licenses and accountancy data.
