Abstract
Safeguards inspections by the International Atomic Energy Agency (IAEA) have led to the conclusion that environmental sampling and monitoring can aid in verifying operations as declared and in monitoring for undeclared nuclear activities. This conclusion has been examined by the Standing Advisory Group on Safeguards Implementation (SAGSI) in their report to the December 1993 Board of Governor's meeting. The SAGSI supports the further development, assessment, and use of environmental sampling and monitoring to support IAEA safeguards as part of the \"93+2\" initiative to enhance IAEA safeguards. In support of these efforts, Radian Corporation, an international leader in environmental technology and technical services, has been tasked to identify and catalogue commercially available environmental measurement and monitoring techniques. The results of this tasking have led to the development of the International Safeguards Environment Measurements (ISEM) Database. ISEM, version 1.0, has been completed. The database currently contains 46 sampling and measurement techniques cross-referenced to 168 applicable instruments. The information on techniques and instruments are stored in a relational database that permits identification of instruments that may be used to detect specific nuclear fuel cycle analytes or effluents. This paper describes the ISEM database, its operational elements, and planned enhancements.
