Abstract
The U.S. Department of Energy (DOE) and the Federal Nuclear and Radiation Safety Authority of Russia (Gosatomnadzor or GAN) have entered into an agreement for cooperation on nuclear materials, protection, control and accounting (MPC&A). Within this program, DOE/GAN Project 1 is working through the Russian Foreign Trade Organization Safety Ltd. to assist Gosatomnadzor within its assigned areas of responsibility to develop the regulatory base for MPC&A, with an initial emphasis on materials control and accountability (MC&A). The approach includes: developing a shared U.S. and Russian understanding of the two countries’ current and planned regulatory systems for MPC&A; identifying the regulatory documents that need to be developed; bringing to bear Russian technical expertise in drafting MPC&A regulations; analysis, review, and recommendations on draft regulations by U.S. technical experts; and assistance with distribution of regulations, development of guidance materials, and evaluation of implementation.
