Abstract
This paper will describe the history and programmatic activities of the Initiatives for Proliferation Prevention Program (IPP). A principal instrument of the Department of Energy=s (DOE) program for securing weapons of mass destruction, technology and expertise and removing incentives for scientists, engineers and technicians in the newly independent states (NIS) of the Former Soviet Union to go to rogue countries or assist terrorist groups is the Initiatives for Proliferation Prevention, or IPP. IPP was initiated pursuant to Section 575 of the Fiscal Year 1994 Foreign Operations Appropriations Act (Public Law 103-87).
