Consideration of Historical Verification Activities in the Previous International Commitments and Expected Verification Function in Advanced Non-Proliferation

Abstract
Progressing of the détente, a worth of the mass destructive weapons has reduced. As preventing of the horizontal proliferation has been a main propose so far, but the time that should be considered how to reduce the present nuclear weapons with a suitable verification under safe and secure has come. In order to identify the expected verification function of Non-Proliferation in the future, we investigated the relationship of the National Technical Means(NTM) and on-site inspection in the previous treaties for disarmament and prohibition of mass destructive weapons. In the bilateral agreement, the NTM is respected for the verification. On the other hand, the on-site inspection conducted by the independent organization is important manner for verification in the multilateral agreement. On reference to the results, the ideal function of verification in the future treaty of the non-proliferation is discussed.
