Abstract
A comprehensive Firearms Safety Risk Analysis is key to ensuring the safety and welfare of participants, staff members, and the surrounding community and environment while optimizing the cost effectiveness of Live Fire Range (LFR) training. This paper outlines one approach recently used to conduct a successful LFR Risk Analysis. Emphasized within the paper will be suggestions associated with: the preparation phase; a workable methodology; an example analysis; and how to increase the utility of the final report. Also addressed, will be some likely pitfalls and deficiencies one might encounter while conducting the LFR Risk Analysis. These include: lack of historical data; improper use of ballistic data; failure to fully identify risks and mitigating factors within the Safety or Standard Operating Procedures; and achieving the proper instructor, procedural, and range design mix to ensure all risks are maintained at an acceptable level. The paper will then present example graphs and tables which could be used to effectively present pertinent data. A properly conducted LFR Risk Analysis can significantly enhance both the safe and efficient use of Live Fire Ranges.
