Abstract
The utility of the societal risk approach to the design and evaluation of safeguards systems is examined with particular reference to the comparison of the relative effectiveness of various safeguards mechanisms. Research on threat evaluation is reviewed and the need for further research on consequences is discussed in terms of the extension of the definition of the safeguards objective from system capability to societal consequences and the establishment of public confidence.
