Abstract
Harold Green, professor of law, observed that as politics invaded the scientific and technical realms, scientists and engineers expected the game to be played according to the rules of science and technology. This, however, could not be the case; the game was to be played according to the rules of politics, because, Green said, that is how the power structure operates. In energy matters, therefore, the technical community is embroiled in a political debate in which the opponent's goal is to win, and in which technical truths have not prevailed over politically exciting arguments. The spectrums of these two communication realms, that of the technical community and that of the political forces, are broad, complex, and fascinating. Within each, there are tremendous powers and leverages which the workshop will explore.
