Abstract

The development and utilization of nuclear energy has brought new impetus to human development. In the mean time, nuclear energy development is also accompanied by nuclear security hazards and challenges. Although strengthening nuclear security has become the consensus of the international community, proliferation of nuclear weapons, confrontation between nuclear-weapon states and nuclear arms race still exist. Nuclear materials and nuclear facilities all over the world face the risk of nuclear pollution, nuclear leakage and even nuclear attack owing to nuclear accidents and nuclear crimes. All these insecure factors can incur major disasters to human society. Nuclear security is not only a national issue but also a global issue. To maintain nuclear security, measures should be taken to prevent nuclear attacks, nuclear accidents and nuclear crimes. Also, nuclear non-proliferation stance should be adhered and security of nuclear facilities and nuclear materials should be guaranteed. Illegal activities of theft, vandalism, unauthorized access, illegal trafficking of nuclear materials should be prevented and handled, and efforts should be made to prevent terrorists from acquiring nuclear materials and destroying nuclear facilities.
