Abstract
Different countries and different organizations within a specific country can use different approaches to achieve nuclear security goals. Flexibility in approaches allows using what works best in the unique country or specific operator environment. However, to ensure an equal and adequate level of security, all countries and operators should share common approaches to evaluating threat information. These approaches can be used to acquire data to use as inputs in developing security systems, to evaluate security system effectiveness against identified threats, and to strengthen security culture. One of the important components of ensuring common approaches to threat evaluation is for organizations, countries, and operators to share information about the actual range of plausible threats. This paper will identify effective strategies for sharing threat information.
