Abstract
The Power Reactor and Nuclear Fuel Development Corporation (PNC) has constructed the Plutonium Fuel Production Facility (PFPF) at Tokai-Mura, Japan. PNC has designed Advanced Containment and Surveillance (A C/S) Systems for use within the mixed oxide fuel feed and storage areas of PFPF. PNC entered into an agreement with the Department of Energy (DOE) to have Sandia National Laboratories (SNL) develop authentication options for the A C/S systems. Under the agreement PNC also requested SNL to develop equipment that would implement three of the PNC-selected options for the A C/S Systems. The hardware and software development project included the integration of a Video Authentication System, an Authenticated Item Monitoring System (AIMS), and an Event Logger that uses an authenticated data transmission link. This paper describes the authentication equipment and how it integrates into the A C/S Systems at the PFPF facility.
