Abstract
During PIV at a LEU fuel fabrication facility the safeguards inspectors are using the item counting as an important verification method to verify the number of items are existing at the inventory station which is to be used as a basis to calculate sample size to detect large to small size defect. However this practice has become practically impossible for the automatic storage system since the physical access is difficult and often unsafe. This paper intends to examine necessity of item counting for this type of automatic storage system and demonstrate that the verification goals can be achieved without item counting. The authors also discuss the conventional storage system which require item counting theoretically and that the automatic storage system could be much easily safeguarded.
