ASSESSMENT OF DOMESTIC SAFEGUARDS FOR LOW-ENRICHED URANIUM: AN INMM STUDY

Abstract
The Safeguards Committee of the Institute of Nuclear Materials Management completed an assessment of domestic safeguards for low-enriched uranium. This assessment was accomplished by evaluating the threats of maleficent use of low-enriched uranium, performing a comparitive risk analysis, and applying safeguards program elements to areas where control was deemed appropriate. From the result of the analysis, it was concluded that current regulations do not appropriately address the control of lowenriched uranium based on relative risks to the public, and recommendations were made for changes in the regulation.
