Abstract
In the application of safeguards, emphasis should be placed on how to detect effectively the diversion of nuclear material as well as on how to verify efficiently existing inventory of nuclear material. This paper is designed to make a safeguards approach for the implementation of national inspection through installation of neutron detector(s) and cameras at strategic points. Taking into account possible diversion paths at OLRs, there is a room to apply remote monitoring for national inspection in the future. The verification activities of national inspection for On-Load Reactor in Korea have been focused so far on inventory verification of nuclear material by applying fundamental measures. However, it should be stressed that a safeguards approach encompasses the whole measures on detection scope of possible nuclear activities to be watched in terms of safeguards. It is expected that the concept to be applied for On-Load Reactors in Korea could contribute to the enhancement of the effectiveness of a national inspection system, which has been carried out since 1997.
