Abstract
On August 5, 1966 Chairman Seaborg convened in Washington, D. C. an Ad Hoc Advisory Panel on Safeguarding Special Nuclear Material. The charge to the Panel was to conduct an independent review and ap- praisal of AEC safeguard policies and procedures for special nuclear materials used domestically and distributed by the United States internationally. I like to think the importance attached by the Commission to the subject was reflected in the extremely well balanced constituency of the panel; well balanced in terms of special talents and extensive background in the many and diverse subjects which have a bearing on safeguards.
