Abstract
Development of the Multi-System Optical Review Station (MORE) for the IAEA and Euratom began in 1992. MORE was designed to reduce the inspector's effort expended in the review of video tapes recorded with the five different surveillance systems (single and multicamera systems) presently in use by the IAEA and Euratom. In addition, other features were included to streamline the entry of inspector data and surveillance system performance monitoring. The last step before in-field implementation by the IAEA was an acceptance test, carried out in November, 1993, with the participation of inspectors, development staff and the MORE developer. The acceptance test strategy was based on using the widest possible variety of actual facility recorded surveillance tapes to test the MORE under the conditions of expected tape input. The results for each tape from the MORE review were compared with the inspectors' prior technical and safeguards reviews made with currently available review stations and procedures. This paper describes the test programme, test criteria, results and conclusions.
