Abstract
A vital element in the Department of Energy's (DOEs) safeguards and security program is protection against malevolent or nonintentional insider acts. Implementing technologies, systems, and procedures to protect sensitive and classified assets as well as personnel, the public, and the environment is essential in an overall Departmental protection strategy. This presentation focusses on the insider aspects of this strategy which, when coupled with outsider protection elements, comprise a comprehensive safeguards and security program. The structural aspects of this strategy will be presented, which include establishing goals and objectives of an insider protection program, target identification, and a process for the development, implementation, and periodic review and assessment of the program. Utilizing information and data related to target identification and hazards assessments, consequence and vulnerability analyses available from other sources is emphasized here. Such sharing of information and data can minimize operational and resource impacts of insider protection program development, implementation, and evaluation.
