Abstract
The Three-Miie Island incident has directed regulatory attention to the issue of emergency response. With the thought in mind that there may exist some parallelisms to safeguards emergency response in fuel facilities using strategic special nuclear material (SSNM), this paper reviews the current status of SSNM licensees' response capabilities, and suggests certain improvements, based in part on lessons learned from TMI. The improvements recommended are believed cost effective.
