Abstract
\"Programme 93+2\" was initiated in 1993 aiming at strengthening the effectiveness and improving the efficiency of the IAEA safeguards system. In May 1997, the IAEA Board of Governors endorsed the Additional Protocol of safeguards agreements. New measures such as additional access to information, the additional physical access and environmental sampling coupled with unannounced inspections are implemented on top of the more traditional measures, this would result in a degree of redundancy. Some of the conventional verification measures could be relaxed so as to avoid this redundancy following the implementation of the SSS. Qualitative elements would become the predominant factor to achieve the goal. The paper would discuss how this simplification, with plutonium handling facilities in mind, would be made while maintaining the effectiveness of safeguards and giving more powerful safeguards assurance.
