National The objective of this research 6,7,8 was to ascertain the extent of the differences between the regulator (AEC) and the regulated (industry) and the nature of the variables which elicit responses concerning regulation. To collect the data necessary to this purpose, personal interviews were conducted. The interviewees were 85 key people in government and industry who were in either policy determining or policy influencing roles in relation to safeguards in the United States.
