Fence Detection Systems: Achieving the Desired Performance

Abstract
One of the concerns of the Home Office's Police Scientific Development Branch (PSDB) is making improvements to perimeter security. It is approaching this task in many ways, and this paper describes how user requirements, performance specifications, acceptance/commissioning procedures and routine audits can help in this work. In addition, the paper shows how research and development are having a substantial impact in improving the performance of fence detection systems. Although this work has been carried out on specific fence types, there is good evidence that the general approach will \"read across\" to other fabrics, and that the issue of sensitivity variations will apply to most makes of detection system.
