Abstract
After more than 20 Years of NPT implementation, and on the eve of the 1995 NPT extension Conference, there is a need to reassess the validity of the traditional non-proliferation assumptions and approaches, in the light of experience, in order to prepare realistically for the future. After summarizing the main events of the past 20 years, in their political, as well as technical and legal aspects, the paper suggests how these events should influence the evolution of non-proliferation policies and international safeguards in the long term.
