Abstract
STRACT The goal of a well designed safeguards system is the proper protection of various categories of Special Nuclear Material (SNM). In the past the quantity of SNM was the primary concern when defining categories. The form of the SNM is also important in a safeguards system. To a diverter of material pure metal, for example, could be much more attractive than a nitrate solution. The design of a universal attractiveness table along with performance criteria for the safeguards system is a very complex problem. Several approaches to a solution will be discussed.
