Abstract
A conceptual material control and accounting (MC&A) program for a high enriched uranium fuel particle fabrication facility is described. The disaggregation of the process into control units is shown. Plant wide loss detection is discussed with respect to the loss detection sensitivity, timeliness, and localization capabilities of the program.
