Abstract
A comprehensive training approach to Nuclear Material Control and Accountability (MC&A) requirements specified in DOE Order 5633.3 was developed for a major Government Contractor. The program provided training for all levels of MC&A including senior management, professionals and first line personnel. The distribution of the program to all levels with emphasis as appropriate for the level of personnel created a facility environment informed and aware of MC&A activities. The program involved seven elements: (1) Management Awareness (2) Accounting (3) MC&A Auditing (4) Material Balance Area Custodians: Train the Trainer (5) Tamper Indicated Devices: Train the Trainer (6) Material Handlers: Train the Trainer (7) Statistical Application to Nuclear Material Control The instruction mode for each element varied based on the course objective. The instruction modes used included information briefing, train the trainer, and a seminar approach which involved class instruction with small group problem solving. Written examinations and oral presentations were also required for certain courses.
