Material Control and Accounting Program For A MPC-Based OCRWM Program

Abstract
The Office of Civilian Radioactive Waste Management (OCRWM) is responsible for safeguarding the disposal of this nation's civilian high level waste and spent fuel. This responsibility includes the development of a safeguards program for the Mined Geologic Disposal System (MGDS) to include a Material Control and Accounting (MC&A) plan. Since the MGDS will be licensed by the Nuclear Regulatory Commission (NRC), the MC&A plan must commit to the appropriate regulatory requirements of 10 CFR 60, 71 and 72. Moreover, it is anticipated that the MGDS will be selected by the International Atomic Energy Agency (IAEA) for inspection. Thus, the MC&A plan must be able to comply with the provisions of 10 CFR 75. To satisfy the domestic MC&A requirements, OCRWM is developing an MC&A plan based upon item accountability and continuity of knowledge. It is OCRWM's intent that this program in conjunction with a physical protection program (emphasizing containment and surveillance) will also satisfy the IAEA safeguards requirements of Annex D \"Special Criteria for Difficult-to-Access Fuel Items\".
