Abstract
The impact of threat levels on the design of a facility protection system is examined in light of. the following factors: (1) characteristics of the threat, (2) protection system objectives/ strategies, (3) level of assurance in meeting the system objectives, and (4) constraints. While threat levels have the most impact on system design, these other factors tend to have a moderating effect on the system, particulary since the threat to nuclear facilities tends to be based on perception rather than experience.
