Safeguards Equipment the Next Generation

Abstract
An action plan is presented for developing the next generation of IAEA safeguards inspection equipment. This equipment must be designed to meet future IAEA requirements and to replace existing equipment based on old technology. In addition this equipment should be part of a new family of standardized, modular components that can be integrated into reliable, cost effective safeguards systems. The following activities for formulating the plan are suggested; (1) For major equipment in routine use, identify new user requirements or needed modifications, (2) Develop user requirements for new equipment that is of high priority, (3) Prepare requests for proposals or SP-ls for design and construction of production prototypes, (4) Develop a procurement plan for commercial acquisition of the selected equipment, and (5) develop an implementation plan.
