M.A.C.H. 1 : A METHOD TO PRIORITIZE THE TARGETS

Abstract
Physical protection of sites depended for many years in setting up fences, protection systems, reinforcing walls and fitting up armoured doors, modernising the telesurveyance command posts, improving the capacity of the response forces, in fact, spending a lot of money to do something that was quite obvious. The cost-efficiency ratio was not a sufficient factor, taking into account the fact that each one wanted to have its own physical protection system. The costs of maintenance and the replacement of old systems becoming important, and the sensitivity of the sites to be protected progressing all the time, it became necessary to make choices and carry out what seemed to be indispensible. The Direction of Military Applications (DAM) of the Commissariat a 1'Energie Atomique (CEA) had to face this problem, and to resolve it, undertook a large program called \"PLAN MACH-PP\", (Analysis Methods to Hierarchize Targets in the field of Physical Protection). It consists of 3 main stages : - MACH 1 : identification and hierarchization of targets - MACH 2 : assessment of the efficiency of the protection systems of sensitive targets - MACH 3 : improvements program of sensitive targets' protection systems. The method designed for MACH 1 will be shown here after a brief reminder of the philosophy which ruled the development of Plan MACH-PP.
