Abstract
The Programme on the Technical Development and Fur- ther Improvement of IAEA safeguards was established in September/October 1978. The government responsibility lies with the Federal Ministry for Research and Technology, while the KFA Julich is in charge of the coordination of programme implementation. The 1988 programme consists of 26 individual tasks to be executed by research centres and industry in the Federal Republic of Germany. The four areas of activity are: (A) safeguards systems designs and safeguards approaches, (B) safeguards data collection, treatment and evaluation, (C) measurement methods and techniques, (D) containment and surveillance. Experts are delegated to the Agency free of charge on a temporary basis. The programme has been suc- cessful in providing the Agency with results regarding the evaluation of safeguards implementation and the development of safeguards concepts for nuclear fuel cycle facilities, specific measurement techniques and containment surveillance devices such as the electronic seal and TV components. Inspector training, e.g. in connection with the Inaccessible Inventory Instrumentation System of the SNR-300 fast breeder reactor, and analytical services have also been provided. Facility oper- ators mainly cooperate by permitting field testing of equip- ment and methods under realistic facility conditions.
