Abstract
The Nuclear Regulatory Commission regulates commercial nuclear power licensees. As part of that regulatory process, the NRC issues requirements for safeguards and security. Those requirements have changed over the years, and there is now an effort to make them more performance-oriented - to emphasize effectiveness. This paper presents an overview of the licensee's perspective on the impact of the NRC regulations in the past and present, and to gauge where the different emphasis will take the commercial nuclear industry.
