DEVELOPMENT OF A TAMPER-INDICATING DEVICE PROGRAM FOR MATERIAL CONTROL PURPOSES AT THE Y-12 PLANT

Abstract
For the past twenty years, the Oak Ridge Y-12* Plant has used tamper-indicating devices (TIDs) for material control purposes. Department of Energy (DOE) Orders on the use of these TIDs were few and vague. The current Orders have been upgraded to include the more strict use of material control TIDs with control of the program being the responsibility of the Nuclear Materials Control and Accountability personnel. The Y-12 Plant has developed a TID program in relation to the DOE Orders, Safeguards and Security Standards and Criteria, and U. S. Department of Energy Safeguards Seal Reference Manual. This paper will discuss the detailed flow of the TID program developed for the Y-12 Plant.
