Abstract
Threats to the security of special nuclear material have been broadly divided into two categories: Outsider and Insider. The insider adversary includes any person with authorized access to a facility, including employees. This type if adversary, because of the authorities and access to both information and facilities, is often the most difficult to defend against. The purpose of this paper is to present and discuss a Russian analyst's perspective on Insider adversaries, including characteristics, and discuss the perceived effectiveness of planned and implemented upgrades to address this threat.
