Abstract
Almost three years ago, in August 1995, in Monterey, CA, an international conference was held, concerning the problems of effectiveness of the Cooperative Threat Reduction Plan, or CTR, also known as Nunn-Lugar Plan. Due to the participation of the leading US and Russian officials and experts, the conference succeeded then in making two following conclusions. Firstly, the CTR met both the US and Russian national interests. Secondly, the CTR implementation was hampered and the plan was not carried out effectively. In the course of discussion the parties managed to define the main problems and answer the following questions: 1. What are the factors that impede the implementation? 2. What should be done for the best realization of the program?3
