NUCLEAR CITIES INITIATIVE (NCI)

NCI is important because it seeks to address the central issues which underlie the nuclear proliferation dangers i Russia. These are that the nuclear complex is too large and it is underfunded. But, it is also an ambitious program that seeks to address these very serious but sensitive subjects at a time of deteriorated US-Russian relations. The successful completion of the program's objectives will require substantial financial, intellectual and political capital from man quarters. I'd like to give an \"on balance\" review of the program.
