Abstract
Prior to the end of the Cold War, Nuclear arms could not reach any objecy that was indoors pr too small to imaged from space. Such techniques couold only capture missile launchers and bomber --not nuclear warheads or fissle materials that are their key ingredient. now that the former Soviet Union and China are increasingly joining into international regimes, however, the onsite monitoring techniques developed by safeguards cummunity have become relevant to the problem of verifying irreversible nuclear arms reductions.
