Maintaining Continuity of Knowledge of Verified Spent Fuel Material at the BN-350 Facility

Abstract
Kazakhstan is planning to condition and transfer the spent fuel into canisters from the BN-350 fast breeder reactor. These canisters will be prepared for a future transfer to a long term storage location. The IAEA is establishing a Safeguards scheme which will verify the spent fuel and maintain the continuity of knowledge (COK) of the nuclear material in conformity with the Agency’s Safeguards requirements. This will include Containment and Surveillance (C/S) measures and adoption of new technologies in order to optimise the use of inspection resources. This paper will provide an overview of the required Safeguards activities and will describe the facility specific C/S system layout and its components.
