Abstract
Though end of the cold war would release the world from the hegemony, a lot of small conflicts caused by nationalism and religion have now become to observe at the inside of country and among the countries which were controlled by the Super Power during the cold war. On the other hand, end of the cold war has been made progress on disarmament of nuclear weapon. This fact will lead to our anxiety about the proliferation possibilities of the nuclear weapon or weapon grade nuclear material from facilities in the nuclear weapon states directly. Incentives of proliferation will increase and the path of proliferation has become variety. In accordance with the results of the IAEA safeguards under NPT, it is clear that the verification activities for declared nuclear material are effective for detection of diversion from peacefbl purpose. But through cases of Iraq and DPRK, it is also clear that current measures of safeguards are not necessarily effective for the verification of clandestine nuclear activities including undeclared production of nuclear materials. Therefore, the international safeguards should be strengthen. We would like to present the improved role of IAEA which should gain the enhanced finction for the non-proliferation
