Abstract
Access to and control of nuclear materials continues to be a dynamic process, balancing project driven performance requirements with regulatory requirements for compliance. Current DOE orders covering MC&A call for an integrated implementation approach that reflects recognized vulnerabilities at a facility as well as project objectives. This paper deals with MC&A as an integral part of the safeguards and security (S&S) program in transition. It addresses the process of applying MC&A at the Los Alamos National Laboratory using a partnership approach. It centers on the physical security aspects of MC&A and the tools presently in use with their value to the protection of special nuclear material (sNM).
