SAMBA A bilingual software (english-russian) for teaching and performing Statistical Analysis of Nuclear Materials Accountancy

Abstract
In the framework of the project sponsored by the European Commission for establishing a Methodological and Training Centre at the Russian Research Centre of Obninsk, a number of actions have been undertaken by the joint Research Centre, One of these has been the development and the provision of specific software (SAMBA) for training operators and inspectors in the use of statistical analysis methods for the critical evaluation of Nuclear Material Accountancy. The statistical model on which SAMBA is based is already used with success in the European Community by the Safeguards Authority and by Operators. This model has been adapted to training needs by providing output modules which highlight the potential of this tool in detecting anomalies. The user-machine interface has been engineered in such a way as to allow the user to work in three environments: i) english, ii) russian, with kyrillic characters and Russian keyboard and iii) russian, with translitterated lath characters and english keyboard. This last option has been developed for the purpose of facilitating the maintenance of the software by a technician not speaking russian. The report describes the statistical model adopted and the software produced.
