STRENGTHENING THE EFFECTIVENESS AND IMPROVING THE EFFICIENCY OF IAEA SAFEGUARDS ASPECTS OF INTEGRATING INFCIRC/153 AND INFCIRC/540

Abstract
In May 1997, the International Atomic Energy Agency’s (IAEA) Board of Governors approved a new document to contribute to the global nuclear non-proliferation objectives: the Model Protocol Additional to the Agreement(s) between State(s) and the IAEA for the Application of Safeguards, identified as INFCIRC/540 and issued by the IAEA in September 1997. It is designed to strengthen the effectiveness and improve the efficiency of the IAEA’s safeguards system. The practical implementation of this new safeguards agreement in states will be a long process with intensive interaction between the IAEA, regional inspectorates and states. Two aspects in this process are of paramount interest: (1) How will the efficiency be improved by INFCIRC/540? (2) How is it possible to reach a practical integration of the two up till now alone standing safeguards agreements INFCIRC/153 and INFCIRC/540? The paper analyses this complex problem and tries to offer a solution which can help to enhance and facilitate the process of implementing INFCIRC/540.
