Abstract
The paper analyses the decisions made by the IAEA Board of Governors as a consequence of the 93+ 2 program, and their classification as socalled “Part I“ and “Part II” measums. It also analyses the prospects and schedules of implementation of these measures and adsesses the question whether these meamres are likely to provide a satisfactory basis for an effective and efficient implementation of IAEA safeguards during the ten or twenty first years of the next century, or if some more important changes are necessary in order to provide such a basis. It namely discusses whether the decisions made are likely to be considered by the next NPT Review Conference in the year 2.000, as satisfying the requests made by the review and extension Conference of this year. It also discusses to what extent they will be able to satisfj the needs of the safeguarding of a possible “Cutoff Convention”.
