THE SAFEGUARDS IMPLEMENTATION OF THE DIGITAL BASED VIDEO SURVEILLANCE EQUIPMENT

Abstract
Euratom Safeguards Directorate (ESD) of the European Communities have embarked on a programme for the installation and implementation of the EMOSS and GEMINI digital based video systems for routine safeguards purposes starting in April 1995. These system were developed to replace the failure prone MIVS and the ageing MINOLTA units. A total of21 GEMINI and 18 EMOSS units have been installed in the field . Each system has the capability of a remote telephone connection to a PC in Luxembourg for transmission of state of health. To date more than 1,8 million images have been recorded on the GEMINI systems and about 1.0 million on the EMOSS. During this initial implementation phase a number of software and hardware changes were made to overcome the practical problems encountered in the field. The review procedures using a filly digital review station have been developed to incorporate both the technical performance analysis and motion detection features to produce a completed safeguards conclusion and a technical report. The stand alone CD-ROM archiving station has been successfully demonstrated for the transfer and storage of the completed review records of both systems. This paper reflects the positive results of these surveillance systems under routine field conditions.
