Abstract
This paper examines the evolution from traditional safeguards to “Integrated Safeguards”. It covers the safeguards technological approaches already in place, the application of new technologies and safeguards measures under an Integrated Safeguards State-level Approach. The paper concentrates on the effectiveness and efficiency which could be attained on transfers of spent me1 to dry storage at the facility level with successful implementation of the Additional Protocol and a State-level Approach under Integrated Safeguards. Emphasis is placed on innovative but credible safeguards approaches applied to the transfer of spent fuel, as this area has significant potential for saving IAEA resources. The paper is meant to be forward looking and thought provoking. The views expressed are those of the authors and not of the AECB.
