Abstract
1. I would like to thank the INMM program committee for kindly giving PNC an opportunity to state our response to Dr. Lyman’s paper. 2. It is well understood that Japan is a country that is promoting peaceful use of plutonium to establish the nuclear fuel cycle technology for the future energy resource while desiring nonproliferation of nuclear weapons in the world. To pursue this policy, we consider that full acceptance of international safeguards in accordance with a comprehensive safeguards agreement and positive contribution to developing safeguards technology are essential elements for gaining international understanding of the policy. And we are making our best efforts to further developments in various areas of nuclear materials management to improve the effectiveness of safeguards by demonstrating advanced technology in the facilities.
