THE DIRECTION OF INTERNATIONAL NON-PROLIFERATION REGIME AND THE IAEA SAFEGUARDS IN THENEXT DECADE

Abstract
Originally, the international non-proliferation regime, including the IAEA safeguards, was formulated when the world was under the Cold-War. Since then, according to the changes in the international political, social and security situation, such regime has been gradually evolved. Indefinite extention of the NPT, widening of the area covered by the nuclear weapon free zone trieties, inclusion of dual-items into the Nuclear Suppliers’ Guidelines and successful conclusion of 93+2 programme ( IAEA safeguards ) are some examples. In the next decade international non-proliferation regime and the IAEA safeguards will continue to evolve to meet the possible changes in the international political, social and security changes. In my opinion, diversification, decentralization and dispersion of the power would be the key-words to explain the situation of the next decade. Decline of the power of once-almighty “nation state”will be another feature. The author believes that future non-proliferation regime could not be based on a single unified international tool, but based on a combination of a set of international / multinational regimes and a set of region / country specific measures. Based on such recognition, the author will make recommendations for strengthening international non-proliferation regime and the IAEA safeguards.
