Abstract
Department of Energy policies for safeguarding nuclear materials historically have not included the quantification of performance in order to ensure that minimal acceptance levels are met. Many requirements have been primarily compliance-based with no clear delineation of objectives or when satisfactory level of performance has or can be achieved. Over the past several years materials control and accountability requirements have evolved form strictly compliance to more performance based. This paper will briefly discuss the need for more performance based requirements and what is currently being done.
